War Essence Flow

In the Mass Combat rules for Exalted Second Edition, there is a section which states (paraphrased) that you can use reflexive Charms in a mass combat long tick without losing your Charm use for the action-phase. I was working with the Bull of the North for my home game, and realized that this rule actually makes the War Essence Flow Charm pretty crappy. Unless I am missing something, it would seem that the ONLY time that War Essence Flow would ever come into use was when you were performing the non-mass-combat action "Coordinated Attack." Look it up yourself if you don't believe me. Let me know if you figure out some other canonical use.
